The build request list progam isan excellent way for the buyers agent to quickly make a list of concerns for the buyer to address. What if the letter that is sent out be a simple letter from buyers agent to the listing agent. Leave the inspector out of it completely. Maybe even revise the title to AGENT REQUEST REPORT. This would make communicating the important items to the listing agent or the builder less work for the buyers agent. The letter would look something like this

Attached in the link below is our Request List Report for the property located at [Building Address]. The report is a simply summary of the items identified during the inspection that we believe need to be addressed.

Please review the report at your earliest convenience. Once you have had a moment to look it over, please contact me directly at [Buyer’s Agent Phone Number] or [buyers agent email] so we can discuss the next steps on how to proceed towards closing the deal.
