Create the option to add default ratings to line items on the ISN Report writer

At this time, when editing my report template, you can default ratings to comments, but not line ratings. I have to manually select the line ratings when writing an inspection report. It would be extremely helpful if the line item rating could be set up in my report template by default in the template editor.
