Lock the SMS message on cancellation page

Create a way to "lock" the text messages on the cancellation page. We use the template with the replacement values that is on that page so it pulls in correct order details, but our call center keeps changing it even though I have told them repeatedly not to. Then their specific message ends up going out to the next cancellation. Very frustrating.
