Mass emails triggered by tags for different locations

Our team is expanding into 3 different markets and we need to be able to send out 3 different sets of mass email campaigns to our agent and client base, triggered by a tag. Currently, there is no workaround after speaking with ISN support. Spectora does allow this feature and my team would urgently like to request it.
