Not send PAID invoice for jobs that don't have fees

We have ISN set to automatically send paid invoices. We have jobs with no fee's sometimes and they still receive paid invoices. This is very confusing to agents and clients.

What specific criteria should be used to determine when a paid invoice should not be sent for jobs with no fees?
Are there any exceptions where a paid invoice should still be sent even if the job has no fees?
How should the system handle jobs that initially have no fees but may have fees added later?

Once the fee's are added it would automatically send a paid invoice once paid
