Is there any way that packages can show up below the alacart service options or only show up once the services that they consist of are selected?

Hello ahomer, I wanted to let you know that we recently added a setting in Online Scheduler v3 that allows you to put Packages after Services in the the Online Scheduler flow. This is the new setting. If you toggle this to ON, you will see the change in order in the Online Scheduler.
