Photo moves within sections

We can drag photos from subsection (callout) to subsection, but the most important would be to be able to drag photos from the main section into one of the subsections. For instance, we cant drag photo from Structure & Cladding too section into any of the subsections.
This could save us 10 minutes per inspection, and I believe it to be a relatively simple improvement from the Dev side.

Hi Janaya! This happens all of the time, in many sections, but most often in basement and structure and cladding sections.
Walking around outside of house, you are taking general pictures of the exterior cladding. You take some photos of peeling paint, gaps in trim, missing mortar, loose bricks, etc....
You then drag them into your Structure and cladding section. Now, once looking closer, you determine you want to create a call out such as "peeling paint" or the like, then you simply want to drag the photos from the 'primary photo area for structure and cladding' and move them to your new call out such as "peeling paint". You can't do that. You CAN, however, drag from one callout subsection under Structure and Cladding to a new callout section. That was added 2 years ago when we asked for it, but you CANNOT drag photo from the 'top' or 'primary' photo grouping in that section to one of the callouts. it looks like it will drag but it won't drop.
Sometimes you take photos but don't realize until you get all of the way around the house that you now decide to make a callout section (summary or not) as you deem it a concern. The first picture of two of that issue you are fine with but then the 3rd, 4th, etc.. might be worse and you now decide to make a callout.
Does that make sense? I can do screen grabs for you if that is helpful.
