Separate System Order Notes and Human-entered notes so we can SMS notes to inspectors

I would like to set up an SMS Event to send specific notes to the inspector. When I use the replacement value of %inspectionnotes%, it sends EVERY system note.
Suggest creating two separate categories of "System notes" and "Order Notes".
Would be glad to discuss this more in detail so you understand what I am suggesting.
