Wish there was a default for making attachments public or private
we accidently let someone see an attachement because 1 file had their attachments public. We should be able to make an attachment public or private without having every file afterwards be automatically what that file was. Was a very touchy situation as we use this to attach prior files for our inspectors to review, etc. we cannot have these things automatically viewable
